During these tough economic times Rocky Mount has risen to the challenge of continuing to care and provide heating assistance for many families who are struggling.
Winter Assistance for Rocky Mount (W.A.R.M.) is supported solely on donations from the community and various sponsors. Donations are tax deductible and 100% of all contributions are used to help our neighbors who are in need.

You may complete the enrollment form to add $1 or more to your monthly utility bill and return to Customer Service or mail to the address above (click here to download form). For additional information, call (252) 972-1533 or (252) 972-1358. - ROUND UP YOUR MONTHLY BILL
Utility customers may elect to contribute by participating in the round up program. In the round up program, the monthly utility bill is rounded up to the nearest $1 and the proceeds of the round up go to the WARM program.
The Winter Assistance for Rocky Mount Program (WARM) assists low income elderly, disabled or recently laid off customers to pay past due heating expenses. When resources are limited, decisions must be made whether to buy food, medicine or keep warm. The WARM program was started in 1986 to help alleviate this crisis for eligible families. WARM can pay for wood, gas, coal, oil or electricity. Payments are made directly to the fuel source provider. The program is administered by the Salvation Army from January - May.
The categories of eligibility are: (1) Elderly (60 years old or older); (2) Disabled (must be documented); (3) Unemployed due to being laid off (within last 90 days) due to downsizing and company closings. In any of the above circumstances, there must be an immediate need.
