Divisions

Administration

The Administrative Division provides general department oversight,monitors effectiveness of current programs, determines future needs of the department, and develops plans of action to achieve departmental goals. This Division consists of the Fire Chief, Assistant Fire Chief, Fire Captain/Logistics, Fire Captain/Administration, Fire Information Systems Specialist, Administrative Assistant, and Administrative Secretary.

Interim Fire Chief Ronnie Raper is charged with the responsibility of providing leadership and effective management of the Department's resources, with emphasis on providing high-quality emergency services and planning for the future development of the department to meet the needs of a changing community.

Assistant Fire Chief Ronnie Raper  is responsible for administrative oversight of the Operations and Life Safety & Training Divisions, ensuring divisional efforts are aligned with department and City goals. Chief Raper serves as the department’s Accreditation Manager, budget manager, and chief planning officer.

Administrative Fire Captain Kim Wittig is responsible for providing administrative support for a variety of departmental programs, projects, planning, and accreditation related efforts.  Captain Wittig will also serve as the public information officer for the department as it works to enhance information dissemination and communication with the citizens of Rocky Mount.

Fire Information Systems Specialist Catina Phillips is responsible for administrative support functions dealing with the maintenance of the department’s data and information contained in its records management system.Work from this position supports the planning, budgeting, and accreditation efforts of the department.

Administrative Assistant Katie Pait is responsible for departmental payrolls, requisitions, payment requests, and other record keeping activities.

Logistics

Logistics Captain Josh Malinowski coordinates all activities related to maintenance and operation of the Department's apparatus fleet, equipment, protective clothing ensembles, and supplies for eight facilities, 146 full-time personnel, and several part-time personnel.

Administrative Secretary Kim Dunn is responsible for collection and maintenance of records, reports, and scheduling of activities for the Logistics section of the Administrative Division.

Operations

The Operations Division is responsible for response to emergency incidents in an effort to minimize loss of lives and property through the efficient, effective, and timely response of personnel and equipment.

Division Chief of Operations Donnie Daniels is responsible management of the Operations Division by coordinating the efforts of the department's six Battalion Chiefs of Operations. The Division Chief of Operations plays a significant role in program development and review, personnel management, and focusing Operations activities on overall departmental goals.

Six Battalion Chiefs are assigned to the Operations Division where they oversee the daily activities of seven stations and eleven fire companies. There are two Battalion Chiefs assigned to each shift with response Battalions divided in the following manner (Battalion 1 -Stations 1, 2 and 5 / Battalion 2 – Stations 3, 4, 6, and 7). Battalion Chiefs serve as incident managers at emergency scenes by developing strategic plans and making tactical assignments. Additionally, each battalion chief manages numerous projects and programs that contribute to the Department's overall success. They also provide training, guidance, and support to front line supervisors ensuring they are equipped with the necessary tools to successfully fulfill their responsibilities.

Life Safety & Training

The Life Safety & Training Division is responsible for the Department's fire prevention, public education, fire investigation, safety, & training programs.

Interim Division Chief of Life Safety & Training Carl Moore is responsible for management of the Life Safety & Training Division ensuring productivity by overseeing the department's fire prevention, public education, and safety and training programs. He is also the emergency manager for the City of Rocky Mount; therefore, he conducts activities related to planning, hazard mitigation, and recovery, including annual maintenance of the City's Emergency Response Plan.

Administrative Secretary Karen Murray provides administrative support for the Safety and Training Division. She is also responsible for collection and maintenance of records, reports, and scheduling of activities for the Fire Marshal's Office.

Fire Marshal's Office

One Fire Marshal and three Deputy and/or Assistant Fire Marshals perform protective service work in delivering fire prevention and inspection services:

Safety & Training

Battalion Chief of Safety & Training Carl Moore oversees the sections efforts at developing and delivering training to the Operations Division along with facilitating the department's safety program.

Fire Recruitment Officer: (Vacant) conducts activities related to the advancement of the department's recruitment initiatives in an effort to attract a diverse group of qualified applicants with a passion for public safety. FRO Weaver also provides support for the department's training initiatives as necessary.

Fire Training Officer Michael Swiman conducts activities related to the development and delivery of fire training and career development programs intended to advance the knowledge, skills, and abilities for department personnel. FTO Swiman also provides support for the department's recruitment initiatives as necessary.

Fire & Life Safety Educator Blaise Harris plans, directs, and delivers fire and life safety education programs and activities. This area of responsibility includes the Department's Child Passenger Safety Program.

Fire Safety Training Officers function as Safety Officers on all working incidents and are responsible for overseeing the training needs on each shift.
